  • About Greater East Texas Community Action Program (GETCAP)

    The Greater East Texas Community Action Program (GETCAP) is a private nonprofit corporation founded in 1965 to provide a variety of programs and services to support vulnerable households. Low-income individuals that are struggling to pay their electrical bill must apply for financial assistance. 

    Please note that application must be submitted with all the supporting paperwork.


    Eligibility:

    • ID: Driver's License or Picture ID for all adults
    • Social Security Cards for all household members
    • Birth dates for all household members
    • Proof of Residential Address and Mailing Address (if different)
    • Proof of Earned income/wages for everyone in household (pay stubs for past 30 days)
    • Proof of all unearned income (unemployment, child support, workers comp, pensions, food stamps, VA benefits, Social Security, etc.)
    • Most recent unpaid utility bill and/or termination or disconnect notice
    • Passport, Certificate of Naturalization or Certificate of U.S. Citizenship

    The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year. To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.

    You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

    *Alaska and Hawaii have different rates for HUD federal poverty guidelines.
    These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.

      I put in my application and was contacted through email. I called many times each day and tried emailing back, I've called every phone number on the internet, I have emailed and got my emails returned or not responded to and all of their phones won't accept messages. I understand that they're understaffed and overworked but beginning with the cardboard box left out in front of the Tyler office for applications and now no one will answer their phones. I can't imagine how many people have just given up in tears and that's exactly how I feel.
