    The Electric Assistance Program (EAP) provides a discount on monthly electric bills for income-eligible utility customers, making bills more affordable for homeowners, renters and subsidized renters to help avoid service interruption due to non-payment.

    Every month, Electric Assistance recipients will receive an 8% to 76% discount on their bill from Eversource Energy, Liberty Utilities, New Hampshire Electric Cooperative or Unitil.

    We believe everyone should have a safe, warm place to call home and the Low-Income Home Energy Assistance Program (LIHEAP) helps make that possible for those in our community in need.

    Thanks to funding from the U.S. Department of Energy, New Hampshire residents who are elderly, disabled and low-income are provided financial assistance needed to pay for vital heating and utility expenses through the colder months. LIHEAP also offers case management to develop a plan to achieve increased financial self-sufficiency to avoid energy-related emergencies such as running out of heating fuel.

    If your heat is electric or natural gas, bills from November 1st can be paid until your benefit amount is used up or the program year ends.

    If your heat is from deliverable fuels, oil, kerosene, propane, wood or coal, deliveries made from October 1st – April 30th can be paid until your benefit amount is used up or the program year ends.



    The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year. To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.

    You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

    *Alaska and Hawaii have different rates for HUD federal poverty guidelines.
    These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.
