    Ohio Home Energy Assistance Program (HEAP) Serving Knox, Coshocton and Ashland Counties.

    To be directed to your local HEAP provider:
    The Home Energy Assistance Program (HEAP) is a federally funded program that provides eligible Ohioans assistance with their home energy bills. This one-time benefit is applied directly to the customer’s utility bill or bulk fuel bill.

    Who is eligible for HEAP?
    Ohioans with a household income at or below 175 percent of the federal poverty guidelines are eligible for the program.

    How do I apply?
    You can begin your application online at energyhelp.ohio.gov but will need to contact your local Energy Assistance Provider (this listing) to complete your application.

    When you apply, you will need to complete the Energy Assistance Application (English or Spanish) and submit a copy of the following documents:

        A. a copy of your most recent utility bills
        B. a list of all household members (include birth dates and Social Security numbers) and proof of income for the last 30 days for each member (12 months preferred)
        C. Proof of citizenship or legal residency for all household members.




    The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year. To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.

    You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

    *Alaska and Hawaii have different rates for HUD federal poverty guidelines.
    These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.
